The Town of Woodfin Police Department. In case of emergency, dial 911.

For non-emergencies, call 828-253-4887, 24 hours a day to be connected with a police officer.

Greenwood Fields HOA

What are the Governing Documents for Greenwood Fields?

The following documents govern Greenwood Fields HOA:

  • The Covenants, Conditions, and Restrictions (CC&Rs) are legally binding rules that outline GWF community  standards, rights, and responsibilities of the HOA and its members. 
  • The Bylaws govern the operations of the HOA, including membership, voting, administration, and meetings. They detail the composition and election of the Board of Directors, and the Board’s general and specific powers and duties. 
  • Architectural Review Guidelines detail the minimum standards for any external improvements or changes such as but not limited to alteration of external appearance, landscaping, additions, accessory buildings, driveways, satellite dishes and antennas, fences, and retaining walls. 

Additionally, Greenwood Fields is situated in the Town of Woodfin and zoned Mountain Village. Ordinances of the Town of Woodfin and Buncombe County apply. The ordinances are available online through the websites for Woodfin and Buncombe County.

Where can I find the CC&Rs, Bylaws, and Architectural Review Guidelines?

All governing documents are available on the Governing Documents page of our website, as well as on the Cedar Management Portal.

Where can I find a copy of the HOA financial statements and budget?

Monthly financial statements and the approved budget can be found on the Cedar Management Portal. Log in to the Portal, then navigate to Documents.

What do the HOA dues cover?

HOA dues cover the services of Cedar Management (our property management company), liability insurance, mowing of common areas, storm water management and inspections, and HOA-approved projects.

Who is responsible for maintaining the entrance to Greenwood Fields?

The HOA is responsible for maintaining the signage and landscaping at the entrance. Currently, the HOA relies upon volunteers within the GWF community to maintain the entrance to Greenwood Fields.

What are the rules for parking?

The rules for parking are included in the CC&Rs, the Town of Woodfin Ordinances, and the North Carolina General Statutes.

  • Overnight street parking is not allowed. 
  • Parking is not permitted on lawns of homes or common areas, as this is considered landscaping.
  • Parking is not allowed within 15 feet in either direction of a fire hydrant.
  • Parking is not permitted within 30 feet of an intersection or stop sign.

Who is responsible for maintaining the roads?

The Town of Woodfin is responsible for maintaining Greenwood Fields Drive and Green Creek Loop. The HOA is responsible for maintaining Golden Fields Lane and Oak Meadow Lane.

What is the speed limit in Greenwood Fields?

The posted speed limit within Greenwood Fields is 15 miles per hour.

Can I convert my home into a short-term rental or homestay?

No. The Town of Woodfin zoning does not permit short-term rentals or homestays in Greenwood Fields.

Are home occupations allowed in Greenwood Fields?

No, the CC&Rs do not permit business or commercial activity in Greenwood Fields. However, the CC&Rs do allow home offices for private use if the office does not generate pedestrian or vehicular traffic. Although the Town of Woodfin permits home occupations, the CC&Rs supersede town ordinances in this matter.

When is trash and recycling collected?

Trash collection is on Thursdays; recycling collection is on alternate Thursdays. The Trash and Recycling Schedule is available on the Town of Woodfin website under Environmental Services. According to the CC&Rs, residents can put trash bins at the curb only on the day of garbage collection.

Does Greenwood Fields have any policies on bears?

Information on living with bears can be found on BearWise, which recommends the following:

  • Never feed or approach bears.
  • Secure food, garbage, and recycling.
  • Remove bird feeders when bears are active.
  • Never leave pet food outdoors.
  • Clean and store grills and smokers.
  • Alert neighbors to bear activity.

Architectural Review

What is the role of the Architectural Review Committee (ARC)?

The Greenwood Fields Homeowners Association (GWF HOA) Architecture Review Committee (ARC) is responsible for maintaining the Arts and Craftsman style architectural details and features of the homes in our neighborhood.

Do I need approval to make external changes or improvements to my house or property?

Yes. The HOA requires ARC approval for any external improvements or changes. Some projects require building permits from either the Town of Woodfin, Buncombe County, or both. Once the ARC approves a project, the homeowner is responsible for obtaining any necessary permits.

The Architectural Review Guidelines were developed through the integration of applicable specifications required by the CC&Rs, and in the ordinances of the Town of Woodfin and Buncombe County. Cedar Management Group

What does Cedar Management do?

Cedar Management Group is our property manager and maintain the following responsibilities:

  • Prepare recommended annual budget.
  • Collect and account on an accrual basis for all assessments.
  • Maintain income and expenditure records.
  • Pay expenses as reflected in the approved budget.
  • Arrange for HOA taxes to be prepared.
  • Maintain records of insurance.
  • Provide notification of the annual meeting.
  • Provide a web-based Portal that allows homeowners to track and pay dues online, access governing documents, and GWF relevant information.
  • Administer and enforce rules, regulations, and architectural guidelines, according to the Greenwood Fields HOA governing documents.

I cannot log in to the Cedar Management Portal. Who should I contact for help?

Homeowners can log in to the portal here. They can send a password reset to the email address they use for their login. If homeowners wish to create a new login with a different email address, they will need to sign up again.

For any assistance with sign-in issues or general Portal help, homeowners may contact the Cedar Management Community Support team by email at support@mycmg.com or by phone at (800) 310-6552 between 9 a.m. and 8 p.m. ET. Homeowners can also reach out to Cedar Management’s Live Chat for assistance (select “Chat” in the top right corner).

Complaints and Violations

How do I make a complaint when a neighbor appears to violate the rules of the community?

Residents should report violations to Cedar Management through the Portal. All reports are anonymous. 

To make a report, log in to the Portal, navigate to Requests, select General, navigate to the Choose Request Type menu, and select Violation. Provide a detailed description, attach photos of the violation, and submit.

How do Cedar Management and the HOA Board handle complaints?

The process to address a violation begins with contacting Cedar Management:

  1. Contact Cedar Management through the Portal. 
  2. Cedar Management sends a formal letter to the homeowner.
  3. After 2-3 violation letters, the board schedules a video hearing with the resident, requiring the presence of the majority of board members. 
  4. The Board must provide homeowners with a 10-day hearing notice (plus a few extra days for Cedar Management to prepare the hearing letter). The homeowner can then attend the video meeting to discuss the violation with the board. 
  5. Once the hearing is complete, the board will make a decision and inform Cedar Management.
  6. Cedar Management sends a decision letter to the homeowner regarding any potential fines. 

Note: This entire process for handling violations and hearings is in accordance with NC law.

How do I contest a complaint/violation?

The best way to contest a violation is to respond through the Portal with photographic proof that you have addressed the violation. Cedar Management can then close it. If you disagree with the violation, write to Cedar Management through the Portal the reasons why you disagree, and it will go to the HOA Board for review.
